Remnants, however, are an excellent option for creating smaller countertops such as those used in bathrooms, kitchen islands, wet bars, laundry rooms, and so on.

No, there is no inherent difference in quality. The term "remnant" simply indicates that a material is available in a quantity likely to save you money.
